The Traffic plan
The traffic plan consists in exploiting the infrastructure for various means of transport according to the objectives and the priorities definite.
The traffic plan must be in harmony with: the plan of installation, the information system strategic plan of transport, the road information system strategic plan….
Traffic plan

In general the traffic plan is done for the short term (5 years) and in certain cases it gives orientations for the road information system strategic plans and of transport in particular with regard to the realization of certain projects like their programming.

For the town of Tunis the 1st traffic plan was made in 1975 for the perimeter of the ring of boulevard.

The second who is currently brought into service was studied in 1982 and brought into service by stages according to the installation of the layout of the light subway as from 1985 and was completed in 1989-1990.

In the same way this study laid down a policy of parking for the town of Tunis considering as the parking is an integral shutter for the success of a traffic plan.

The objectives of this plan are:
To decrease the load on the environment.
To increase the safety of the pedestrians.
To improve multimode accessibility in the center town while respecting balance between the capacity of the infrastructure.
And requires it displacement in order to maintain the activity of the City.

Pedestrian
Common transport
Public and different highway.

Evaluation of the traffic organization :
The evaluation made in 1986 and 1994 confirms that the objectives traced at the beginning are achieved :

The municipality of Tunis started in 1998 a study aiming at bringing up to date its traffic organization :

The first phase of the study is completed, it consists in making an inventory with the diagnosis of the current location.

The second phase is related to the development of alternatives, this by taking account of the objectives defined by the follow-up committee and which consists of a modal split of 50% for each means of transport to knowing T.C and private cars about the unit of the perimeter up to 60% for the T.C inside the ring of Boulevard.

The Municipality of Tunis, had recourse to any possible tool in order to improve the conditions of parking in the center, to adjust the request on the offer available, while safeguarding the population and the activities of the center, For this purpose several actions could take place :

  • Studies and investigations to bring up to date the data into supply and demand of parking in order to constitute a database necessary to any reflection on the parking and its evolution.

  • Development of a policy of parking whose objectives are in harmony with those of the traffic organization of the town of Tunis and having for goal the establishment of a balance between the capacity of parking, the tariffing and the control system of the prohibited parking.
  • Definition of the standards of parking adapted to the local conditions, allowing to avoid any thickening of urban fabric in the hot areas, this by putting a ceiling to the standards of places exigible from the manufacturers within the framework of the payments of town planning (plan of Installation).

  • Installation of an effective control system of the prohibited parking in order to accustom the users to the observance of the regulation.

    The generalization of the policy of parking pay of short duration in the center town, in order to improve management of the offer of parking available on the public highway this by founding a rotary parking by the ticket machine installation of.

  • The revision of the regulation of parking in certain arteries for a rationalization of the offer.

Increase in the capacity of the parking except roadway system by construction of carparks primarily intended to collect the parking of the migrants (commercial and employees), of the residents and partially those which have a need for parking of long life. For this :

The Municipality has just started the preliminary studies for the construction of a multistorey parking lot on the site oukalas Shili and Dziri located at Bab Souika.

In addition and considering the cost high for the construction of the multistory parking lots and in harmony with the orientations followed to make take part the private investors in economic development, the Municipality of Tunis undertook attempts in order to attract the private promoters to be invested in this sector, in their offering profit-sharing's, like the duration of the concession of the ground, the granting of authorization of construction of buildings of trade and a certain flexibility of tariffing, the management of parking on the roadway system in the zone of the multistory parking lot.

The municipality of Tunis entrusted to company LAFAYETTE DEVELOPMENT a concession for one 40 years duration, the construction and the management of a multistory parking lot in Lafayette.
The municipality of Tunis launched another invitation to tender for the concession of the grounds quoted hereafter for the construction and the exploitation of multistory parking lot, namely the current carpark of the Street Abderrazek Chraibi, the current carpark of the Street Mokhtar Attia, the Northern Piece, the site located beside the place Medak El Halfa, delimited by the Street Sidi El Morjani, of the Barracks and Koutteb El Ouazir.
The municipality studies the feasibility of the installation of a multistorey parking lot at the central market, with a capacity of 200 places.

In addition, the efforts of the Municipality are devoted, simultaneously with the improvement of the management of the parking on and except roadway system in the center, to promote the peripheral carparks of dissuasion near the subway stations, station drunk, of coordination with the ministry for transport, those will support the use of public transport and will attenuate the demand pull of parking of long life of the migrants, in incentive with the promotion of public transport like access mode to the center.

Quality control in the field of circulation :
The standards used in the field of circulation must answer the highway code and conventions of Vienna and Geneva which are international conventions.

Horizontal indication :
