Embellishment of the hypercenter 

Although reduced to poverty and growing old with equipment of degraded infrastructure and superstructure and increasingly decayed,

the central axis of Tunis does not remain less the center of gravity of the city and its window at the national and international level.
Its refitting is by no means an operation of mode but a requirement of rescue of national interest for Tunis and Tunisia of the 3rd millenium.
  • The objectives

    The objectives of this installation are:

    - to stop the decline of the central axis of the city by developing all its components (built, paving, street furniture)

    - to start again its animation by defining coherent spaces functioning with the built and vegetable environment (pavements, terraces…)

    - to restore its vocation of walk, meeting place, place of exchange and federator space of the city (access, service road, parking etc…)

    - to rebalance the frequentation of the various sections of the Avenue by developing other centers of interest and by facilitating displacements (to arrange passages between sections and banks, gravitational equipment installation of new)

    - rebuilt the dynamism of the avenue from an economic, social and cultural points of view. - to preserve the aspect of the Avenue


    The central alley was maintained while decreasing by its width to the profit of the pavements.

    • The width of the pavements was increased to reach a high limit of size of 12 meters.

    • The central alley is narrowed and brought back to a width of 16 m instead of 29 Mr

    . • The motor vehicle traffic is laterally maintained on 3 ways on each side.


    This installation offered the advantage of maintaining the initial morphology of the Avenue, like its functions. However it required the transplantation of two lines of ficus on the side pavements. It was the alternative most indicated which answered best the objectives of this installation.


  • COMPONENTS OF INSTALLATION:

    The Coating:
    It is about a homogeneous pavement on all surface of the central alley and the pavements, with granite of 4 cm thickness, and a new drawing which take account of the existing trees. The colors of the drawing are pink and black, the bottom is out of gray granite.

    Lightning
    Taking into account the new installation with a ground more released, a redistribution of public lighting consequent and adapted to various spaces of circulation was carried out to: • help so that the functional places and points are lit,

    • emphasize the most remarkable points of the Avenue,

    • ensure the night blooming of the city.

    The model of lantern chosen for the lighting of the whole of the Bourguiba Avenue is that established in front of the Theater of Tunis. This model was employed various manners: carried on candelabrum with 4 fires, single fire, suspended with a stick… etc, according to its site. 

    • The lighting of the central alley:
    The first type of selected standard lamp is height a 5 m placed in quincunx and supporting two suspended lanterns.
  • Level pavement: the suspended lantern is with a 5 m height
  • Level fitted: the suspended lantern is with a height of 3 Mr.


    The second type, a height of 2,5m, is established in alternation with the first type.
  •  Pavements and side roadways Especially a double line of candelabra, the first supporting of the bouquets of 4 lanterns, and the second with single fire, was established on each pavement, which resulted in a better illumination, and returned the prospect for the more elegant avenue. Street furniture The intervention on the level of furniture was limited to:
  • Restoration of the existing pillar-shaped billboards
  • Establishment of new public benches
  • Waste basket installation of
  • Establishment of kiosks
  • Establishment of advertizing media.

  • The composante of the project 
    The fountain

    It is about a basin 32 m in diameter sheltering a musical cybernetic fountain with laser and light, dancing waters of, controlled by a series of data-processing equipment, and equipped with a water curtain in the shape of range, allowing film projection, slides… It can in particular function in interactive mode i.e. which it is possible of choreographer the dancing waters in real time.
    It functions like a decorative element the day, and like a water theater the night.

    The turn-clock:
    Of a height equal to 32 m, the clock consists of a square tower of 4 side m, equipped by metal modules covered with painting bronzes, the module forms a reason representing a rosette of 16 petals.
    The whole of the modules is assembled by bolting on a framework out of metal frame.
    The reasons are cut out in the 10 mm thickness sheet by the technique of the laser, with a precision to the 1/10 of mm.
    A pyramidal cover gilded with the sheet caps tallying it of the clock.
    Work was in record time realized, that is to say 90 days, it was a difficult bet that the Municipality gained.

    FRONTAGES
    • The buildings were rehabilitated to differing degrees, energy of the total restoration to a simple resumption of painting.
      The various actions were undertaken as well by the Municipality as the SNIT and the private ones:
      Work undertaken by the SNIT
      Restoration of the buildings located at the numbers: 17; 44 and 46.
      Work undertaken by the Municipality
      • Rehabilitation of the frontage of the Municipal theater,
      • Resumption of the painting of the hearth of the combatant,
      • Rehabilitation of the buildings located at the numbers: 48; 54 and 58.
      • Labor costs: 820,000 D.
      Work undertaken by the private ones
      • Total trade-in of the Africa hotel,
      • Rebuilding of Clarine after its demolition,
      • Begun again frontages of agency STB and Excel hotel,
      • White-washing of 10 buildings: Shell building, International Hotel, etc -…
      As for the buildings open to the public, they were levelled, their fronts and their neon signs were reconsidered in a spirit of coherence and harmony with the remainder of the components of the avenue.
      Their assumption of responsibility was assured their owners: 86, establishments were concerned.
      Refitting of the Avenue of France

      The project of revalorization of the Habib Bourguiba Avenue, carried out by the Municipality of Tunis, should not seem a small isolated island in an immediate environment left for account and particularly the avenue from France. Hyphen between the medina and the Avenue Bourguiba, required passage of any Tunisian or foreign visitor, nerve center of all the commercial zone and pedestrian of the city, the Avenue of France deserves an special attention. Although this Avenue constitutes the core around whose all the marketing activity revolves and although it is the most important center of attraction of the city, the Avenue of France underwent like all the center town a generalized ageing as well of the frame as of the infrastructures and street furniture. The section in front of the general store particularly chaotic and was summarily arranged in carpark.



      To mitigate this situation, an installation was necessary. An option of installation was selected on the level of the municipality and carried out.


      This option consists of the resumption of the avenue according to the existing configuration:
    • Maintenance of the pavements with 8 m on each side
    • Maintenance of the central roadway with 10.5 m of width.



      On the level of the section in front of the general store:
    • Removal of the carpark of surface,
    • Creation of a center lane with same dimensions as the way of the first section.



      This option offered many advantages in particular:
    • to ensure a better continuity of the prospect for the Avenue,
    • to allow a better management and organization of vehicular circulation and pedestrian the level of the node of passage enters the medina and the Avenue of France.
    • to offer a rather consequent space pedestrian and more making safe.
    • to maintain lines current of the ficus and their prolongation to the door of the sea.

      Installation of Last Section "Tunis Marine"
      A long time forsaken and summarily arranged the last section on the level of current station of railway will be able to become a major axis to reconcile the center of Tunis with its lake and to constitute a new pole of interest and attraction that an adequate installation worthy of an international metropolis in perpetual change will be able to concretize. The Avenue such as it is presented today became disproportionate compared to new dimensions of the city. Its extension so that it is on its scale is from now on a need, moreover, it will ensure a harmonious junction between the current center town and the banks of the northern and southern lake. Such an intervention, would require the assembly of an special operation of town planning which will aim at key objective the reorganization of this zone. With this intention, it would be essential
      To release the influence of the Bourguiba Avenue of station railway, the single obstacle with its prolongation to the lake. To transfer this station railway, beyond the channel all while integrating it in a multimode méga-station (subway, bus). The station drunk with the right of the purse of work has it also to form part of it To re-examine the assignment of the released grounds of the stations and the deposits, the various public speakers (STEG, subway…) Adjustments were made to the zone Tunis Marine, they consist of a landscape installation going to the channel, with a public lighting similar to that of the Avenue Bourguiba, and a coating of the northern pavement identical to the remainder of the Avenue.
