This quarter connects the center town to the “Rabth” northern suburb. It kept for a long time its special seal, and its social and cultural characteristics.

Objectives and programming:

The planning of restoration of this district was stopped in 1983-1984 by the ministry for the Equipment, the Housing and The town planning, after consultation of representatives of the district and in collaboration with the Management of the urban development and the ASM. The date of the achievement of works was fixed between 1988 and 1990.

Main objectives of this project:

- Restoration of the historic buildings of the district (Mosque Sidi Mehrez and Saheb Ettabaâ)

- Resolution of the problem of circulation of the pedestrians and the cars.

- Installation of a space of animation within the district.

- The realization of the missing cultural and collective equipment.

The installation of this district preserved the urban seal of the area and the same number of trade and dwellings and restored decayed constructions.

As a project superintendent, the ministry for the Equipment and habitat carried out the expropriation of the grounds, the construction of the tunnel, the utility services and the installation of the place. The rehabilitation and the realization of the 300 trade, 45 offices and 57 residences were entrusted to the SNIT (the Tunisian Real National company).

Expropriation :
This operation has been proceeded on several phases, of 1984 to 1989, according to the progress of the work.

The tunnel: The initial work of the tunnel started in November 1984 to be completed in July 1987 by the opening of the second footbridge, connecting street Monji Slim to Bab Bnet.

Utility services: (collectif equipements)
Palate Saheb Tabaâ: this building was restored thanks to municipal resources and ministry for the Equipment. Work of restoration of the monument ended in April 1984 to be exploited like library for young people and seat of the cell of the party in power with Halfaouine.

• Souk El Kallaline: this souk -replacing the souk of Sidi Mehrez- was arranged on a surface of 900 square meters at a cost of 150,000 dinars. The alteration work ended in 1985.

• The elementary school Sidi Aloui: it was programmed to replace the old school located with the Khaznadar Palate. It is composed of 16 classrooms, 1 meeting room and 2 houses of function. The building work mobilized 520,000 dinars and ended in 1989.

• The new post office was carried out in May 1987.

• The sports hall Sidi Jabbali is made up of a big room (basketball and handball) and additional rooms. Requiring resources of about 350,000 dinars, work ended in 1988.

• The Mosque Bab Saâdoun was built in 1988,in order to replace the old destroyed mosque because of work of the tunnel, on a surface of 160 square meters, with overall costs of about 200,000 dinars.

The new constructions carried out on behalf of the SNIT (Tunisian Real National company):

Northern side of Batha:

- The first section of 2140 m2 is made up of 26 trade, 12 residences and 11 offices, as well as multi-field room. It was carried out in 1987

- The third section of 3810 m2 is made up of 36 trade, 2 residences and 2 offices, a department store and two restaurants. It was carried out in 1987.

• Intersection of the street Halfaouine and Bab Saâdoun:

- The fourth section of 3866 m2 is made up of 13 residences, 43 trade intended for the butchers and fishmongers, a seat of the cell of the party, a coffee, a mosque and a restaurant. Work of this phase ended in 1988.

• Place of Bab Souika beside Bab Sidi Mehrez:

- The sixth section of 1135 m2 is made up of 8 trade, coffee, pharmacy, 3 offices, sits of the association of the sporting Hope and a door with the Souk.

This section was carried out in 1988.

Bab Bnet Street: intersection of the street Bab Bnet and that of Kaâddine

- The ninth section of 530 m2 is made up of 21 trade and only one housing. It was carried out in 1988

Sections carried out until the January 1990:

• Bab Souika Street on the side of Bab Bnet:

- The fifth section made up of 28 trade, 14 residences, a hammam and a coffee.

• Place of Bab Souika on the side of Zaouïa:

- The seventh section of 3800 m3 made up of 17 trade, 7 residences, 1 restaurant and two department stores.

Work ended in 1990.

• Bab Saâdoun Street on the side of Sidi Bahloul:

- Tenth section, made up of 7 trade and 6 whole of offices.

Work ended in 1990.

• Square of Bab Souika on the side of the hotel. Ayachi:

- Eighth section of 1400 m2 made up of 9 trade, coffee, two residences and 4 whole of offices.

Work ended in 1990.
